Visa "Passeport-Talent"

The visa “Passeport-Talent” is a long stay visa that allows you to work in France and applies to the following 10 categories:
- Young Qualified Professionals
- Highly Skilled Worker (Carte Bleue Européenne)
- "Salarié En Mission" with a work contract
- Scientist-Researcher
- Start-up Entrepreneur
- Initiator of an innovative economic project
- Economic investor
- Legal Representative: Executive Director
- Artist-performer
- Foreigner of national or international renown (in the scientific, literary, artistic, intellectual, educational or sports sectors)

Each file must contain the following main documents in addition to the documents listed in each category of "Passeport-Talent":

1— PROOF OF RESIDENCY IN OUR CONSULATE’S JURISDICTION

The French Consulate in Los Angeles only accept applicants who are residents from:
Arizona, Colorado, New Mexico, Southern California, and Southern Nevada.

You will have to show us at least ONE of the following documents:

  • a valid driver license or state ID or temporary state ID from one of these states, which must be located in the consulate’s jurisdiction (click here for a map)
  • or a valid student ID from a university located in one of these states located in the consulate’s jurisdiction.
  • or an original lease or rental agreement in the applicant’s name with an address located in the consulate’s jurisdiction, or house deed.

2 — ORIGINAL PASSPORT

- Original passport (+ ONE COPY of the identity pages)

  • Must be valid for at least six months after your return to the US
  • Has least two blank pages left to affix the visa (amendment pages are not suitable for visas).
  • Has been delivered less than 10 years ago (first issuance)
  • Be in good condition.

    Refugee travel documents and US Re-entry permits are not accepted.
    Diplomatic and special passports are not accepted

3 — PROOF OF LEGAL RESIDENCY IN THE UNITED STATES

- If you are not a U.S. citizen: a valid U.S. permanent residence card ("green card") or a valid U.S. visa with valid I-94 or valid I-20, or an Advance Parole document. (+ ONE COPY)

  • B1-B2 visa holders: Please, apply in the country of your residence. No visas will be delivered to foreigners holding U.S B1-B2 visas.

4 — APPLICATION FORM

- One long stay visa APPLICATION FORM filled out completely and signed by the applicant. Please remember to indicate a date of departure from the US to France on question number 26.

5 — APPLICATION FEES

- Processing fee (Visa/Mastercard ONLY, preferably debit card). to be paid in person on the day of your appointment.

6 — PASSPORT PHOTOGRAPH

- One PASSPORT PHOTO. Do not glu or staple. All photographs must be recent, in color on a plain white background, of full front view, taken facing the camera. No side or angled view are acceptable. Passport size. No hat, no veil.

7 — FEDEX RETURN AIRBILL AND ENVELOPE

- In order for us to mail your passport back, you must provide a self-addressed FedEx Express "US Airbill" and FedEx enveloppe for the mailing of your passport in the United States, or a prepaid online FedEx Express Airbill. One envelope per family

1. YOUNG QUALIFIED PROFESSIONALS

- Qualified Professional

  1. A degree at the minimum level of a Master’s or an equivalent degree, or a level I degree accredited by the Conference of grandes écoles (the degree must have been obtained in the year preceding the request for change of status)
  2. An employment contract for a period more than or equal to 3 months with an employer established in France.
  3. Duly completed CERFAform mentioning the position held and salary threshold
  4. Recent KBIS certificate (company registration)
  5. Attestation of payment of dues and social security contributions to the organisation in charge of collecting them

- Employee of an innovative start-up

List of supporting documents to be furnished if you are the employee of an innovative start-up desiring to reside in France

  1. An employment contract for a period more than or equal to 3 months with an innovative start-up (JEI)
  2. Proof of exemption from employers’ social security contributions on salaries as laid down for the status of a JEI
  3. Duly completed CERFAform mentioning the position held and salary threshold
  4. Recent KBIS certificate (company registration)
  5. Attestation of payment of dues and social security contributions to the organisation in charge of collecting them

2. Highly Skilled Worker (CARTE BLEUE EUROPEENNE)

List of supporting documents to be furnished if you are a highly skilled worker desiring to reside in France

  1. An employment contract for a period more than or equal to 12 months with an employer established in France and a gross annual salary equal to at least one and half times the average annual base salary fixed by the minister of Immigration
  2. A degree attesting to at least three years of higher education issued by a higher education institution recognised by the State, or any document attesting to professional experience of at least five years at a comparable level
  3. Duly completed CERFAform matching the status of the applicant, the position held and the salary threshold
  4. KBIS certificate (company registration) for a legal entity or an “artisan’s permit” (carte d’artisan) for a natural person
  5. Attestation of payment of dues and social security contributions to the organisation in charge of collecting them
  6. Copy of the degrees, certificates and diplomas obtained by the employee, curriculum vitae, work certificate(s) attesting to the applicant’s professional experience

3. SALARIE EN MISSION on a work contract in France

List of supporting documents to be furnished if you are an employee on secondment on a work contract in France desiring to reside in France

  1. Duly completed CERFAform mentioning the position held and the salary threshold
  2. Work contract with the company established on French territory attesting to a salary equal to at least 1.8 times the SMIC (index-linked guaranteed minimum wage)
  3. Proof of seniority in the group or company established outside France for a period of at least three months
  4. Recent KBIS certificate (company registration) of the company or the group’s office hosting the employee in France
  5. Certificate of secondment from the social security services or an affidavit of the application for registration under the French social security system
  6. A letter providing details of the duties to be discharged and the aim of the assignment to be carried out
  7. Attestation of payment of dues and social security contributions to the organisation in charge of collecting them

4. SCIENTIST-RESEARCHER

  1. Master’s degree or or above
  2. Convention d’accueil” with an approved public or private research organisation or higher education institute, duly stamped by the competent Chief of Police (préfet)

5. Start-up entrepreneur

List of supporting documents to be furnished if you are a start-up entrepreneur desiring to reside in France

  1. Copy of degree equivalent to at least the Master’s level, or any document attesting to professional experience of at least five years at a comparable level
  2. "commerçant, artisan, industriel" CERFAform and supporting documents as required by the Home Affairs-Economy inter-ministerial order dated 28th October 2016
  3. proof of investment of at least € 30,000 in the planned start-up
  4. police record attesting to no prior criminal conviction

6. Initiator of an innovative economic project

List of supporting documents to be furnished if you are the initiator of an innovative economic project desiring to reside in France

  1. Document establishing the innovative nature of the economic project in France (e.g. a product that is not available as yet on the market, a product that distinguishes itself from existing ones through its superior performance, etc.)
  2. Document helping establish the project’s recognition by a public body

7. Economic investor

List of supporting documents to be furnished if you are the developer of a project as an economic investor desiring to reside in France

  1. Personal investment in a company (a minimum of 10% of the capital) or investment via a company personally managed by the applicant or in which they hold at least 30% of the capital
  2. Letter of Undertaking with an annual generation of employment and the applicant’s investment plan
  3. Proof of the applicant’s commitment to investing at least € 3,00,000 on the French territory in tangible or intangible assets

8. Legal Representative: Executive Director

List of supporting documents to be furnished if you are a legal representative (executive director) desiring to reside in France

  1. Proof of appointment to the post of executive director in an institution or company established in France
  2. Proof of tenure for a period of over three months as an employee of or in the capacity of executive director in an organisation or a company of the same group

9. Artiste-performer

List of supporting documents to be furnished if you are an artiste-performer desiring to reside in France

- Artist-performer with paid employment

  1. Duly completed CERFAform mentioning the position held and the salary threshold
  2. Recent KBIS certificate (company registration)
  3. Attestation of payment of dues and social security contributions to the organisation in charge of collecting them

- Artist-performer without paid employment

  1. Documents attesting to the quality of the artiste or the author of the literary or artistic work as well as the project in France

10. Foreigner of national or international renown (in the scientific, literary, artistic, intellectual, educational or sports sectors)

List of supporting documents to be furnished if you are a foreigner of national or international renown desiring to reside in France

  1. Publication of articles or studies in specialised journals/periodicals, reference works, etc.
  2. Participation in festivals, biennales, fairs/exhibitions, colloquiums or seminars (enclose invitation letters, etc.)
  3. Prizes, scholarships/grants, artist’s residencies, distinctions and medals obtained in France or other countries

FOR ARTISTS: standing of the establishments in which the applicant wishes to produce/exhibit their work or has already produced/exhibited their work

MAKE AN APPOINTMENT

Every applicant must apply in person and must make an appointment on our website. No exceptions. Fingerprints and a photograph must be taken in our premises in Los Angeles.

- If you are not able to attend, please free a slot by canceling or rescheduling your appointment by logging back in the appointment system and click on “changing your appointment”.

You will need your “LAX” confirmation number and passport number.

- One appointment = one person (for instance, family of four must take four appointments)

  • Due to the high number of applicants, the French Consulate reserves the right to cancel appointments made by the same person on the same day (or even on two different dates).
